How to calculate municipal plusvalía tax in Barcelona
If you are planning to sell, this is one of the costs worth understanding before you accept an offer. We explain which information you need, how to compare the two calculation methods and when to file the tax return.

01 · Before you start calculating
What is municipal plusvalía tax and who pays it?
Municipal plusvalía is the common name for Spain's Tax on the Increase in Value of Urban Land, or IIVTNU. It taxes the increase in the land's value that arises when a property is transferred.
In a sale, it is normally payable by the seller. For an inheritance or gift, it is payable by the recipient. If the seller is an individual who is not resident in Spain, the buyer acts as the substitute taxpayer.

02 · Gather the documents
The information you need for the calculation
Have the acquisition deed, the sale deed —or the details of the planned transaction— and the IBI property tax bill ready. For a home comprising land and a building, you will need:

03 · Compare the two results
The objective method and the actual increase method
The taxable base can be calculated using the objective method. If you can demonstrate that the actual increase is lower, you can request that this lower amount be used. It is worth checking both before filing your self-assessment.
Objective method
Starts with the cadastral value of the land
This is multiplied by the coefficient corresponding to the time between acquisition and transfer.
Actual increase
Starts with the difference in values
For a home comprising land and a building, the land's share of the cadastral value is applied to the difference between the transfer and acquisition values.
In Barcelona, the tax ordinance sets a 30% rate on the taxable base. This is not 30% of the flat's sale price.

When comparing values for the actual increase method, purchase and sale expenses or taxes are neither added nor deducted. The tax authority may check the declared values.
04 · An illustrative case
A worked example for a flat in Barcelona
Suppose a home was acquired for €350,000 and transferred for €380,000, after 7 full years. Its total cadastral value is €200,000, of which €80,000 relates to the land. The sale transfers 100% of full ownership.
This example uses the coefficient of 0.20 for 7 years shown in the linked municipal ordinance. For a specific transaction, check the rules applicable on the transfer date.

€3,600In this example, requesting the actual increase method reduces the tax by €1,200. No tax relief or other adjustments are included in this example.
If the difference between the purchase and sale values were much greater, the objective method might be more favourable. The result depends on your figures: neither method is always better.
05 · The objective calculation table
Which coefficient applies in Barcelona?
The coefficient depends on the period over which the increase arose. For a sale, full years are counted; for periods under one year, the corresponding coefficient is apportioned by full months.
For example, 7 years and 8 months falls into the 7-year band. For an ordinary transfer after 8 full months, the coefficient for less than one year is multiplied by 8/12.

These figures come from the linked municipal ordinance. To calculate a transfer on a different date, check the local coefficients and legal limits applicable at that time. The ordinance includes specific treatment for inheritances involving periods of less than one year.
06 · If there has been no increase in value
Is plusvalía tax payable if you sell at a loss?
If it is established under the tax rules that there has been no increase in value, the transfer is not subject to municipal plusvalía tax.
Simply not paying is not enough. You must declare the transfer and provide the acquisition and transfer documents. The council may check the values.
Nor is it enough to have less money left after deducting renovations, expenses or a mortgage: transaction costs and taxes are not included in this assessment.
07 · Filing and payment
When and how to file for plusvalía tax
Sale
30 working days
From the transfer date. Do not wait for a letter before dealing with the filing.
Inheritance
6 months
From the date of death. An extension to one year can be requested within the first six months.
Check the information
Deeds, dates, cadastral reference, values and ownership share. If you bought different shares on different dates, each acquisition must be reviewed.
Calculate and compare
Work out the objective taxable base and check the actual increase. Check whether the transfer is outside the scope of the tax or qualifies for an exemption or tax relief.
Submit the relevant filing
Use the municipal channel appropriate to your case. Keep the self-assessment or declaration submitted, the supporting documents and proof of payment if any tax is due.

08 · If you inherited the flat
Before selling an inherited flat, check any tax relief
The inheritance and the later sale are separate transfers. When preparing the sale, check the acquisition values and dates relating to the inheritance.
Barcelona also provides a 95% reduction in the tax for certain inheritances of the deceased's main residence, subject to requirements concerning family relationship or cohabitation and retention of the inherited property.
If you claimed this relief, selling before the three-year retention period ends may require you to repay the tax reduction plus interest. Check this before setting the signing date.
09 · Frequently asked questions
Questions that can change the calculation
What is the difference between cadastral value and reference value?
They are different values. The methods explained here use the cadastral value of the land and its share of the total cadastral value. The reference value is used for other taxes and should not be entered as though it were the cadastral value of the land.
Can I deduct agency fees or renovation costs?
When checking the actual increase for municipal plusvalía tax, acquisition and transfer expenses and taxes are not included. Do not apply deductions or adjustments from Spanish personal income tax (IRPF) to this municipal tax.
Does plusvalía tax stop applying after 20 years?
Tax may still be payable. Twenty years is the maximum period used in the objective calculation, not an exemption for long-term ownership.
Does selling my main residence exempt me from plusvalía tax?
Not on its own. Being over 65 or buying another main residence does not automatically exempt you from this municipal tax either. Check income tax (IRPF) and plusvalía tax separately.
What if there are several owners or I acquired the flat on different dates?
The shares, dates and values of each acquisition and the right transferred by each owner must be taken into account. Applying a single date or 100% of the property to every owner can produce an incorrect calculation.
Does the notary file and pay plusvalía tax for me?
The notary's notification does not, by itself, replace your self-assessment or declaration. Confirm who is handling the filing for your transaction and keep proof that it was submitted.
